<p>Kereta itu disiasat kira-kira jam 4 petang. atas permintaan pegawai kastam di kompleks berkenaan, menurut Penolong Ketua Pengarah Kastam (Zon Tengah Selangor) Norlela Ismail. Ini kerana ia dianggap diimport tanpa AP daripada Kementerian Perdagangan dan Pelaburan Industri (MITI).</p>
<p>Siasatan awal menunjukkan bahawa kenderaan itu berkemungkinan berasal dari negara Eropah. Anggaran nilainya ialah RM1,097,300, dengan jumlah duti atau cukai berjumlah RM1,884,000.</p>
<p>Kereta yang dirampas itu dibawa ke pejabat penguatkuasaan kastam KLIA untuk penelitian lanjut. Kes disiasat mengikut Seksyen 135(1)(a) Akta Kastam 1967, berkaitan pengimportan kenderaan bermotor pasang siap tanpa permit.</p>

<p>Norlela Ismail, Assistant Director General of Customs for the Selangor Central Zone, disclosed that customs officers inspected the car at around 4 pm at the complex. Suspicions arose regarding its importation without an AP from the Ministry of Trade and Industry Investment (MITI).</p>
<p>Preliminary investigations indicated that the vehicle likely originated from a European country. Its estimated value stands at RM1,097,300, with total duties or taxes amounting to RM1,884,000.</p>
<p>The confiscated car was transported to the KLIA customs enforcement office for further scrutiny. The case is under investigation pursuant to Section 135(1)(a) of the Customs Act 1967, pertaining to the importation of prefabricated motor vehicles without a permit.</p>

Perubahan itu bertujuan untuk mengimbangi keperluan pengguna, menyokong pemulihan yang mampan, dan memastikan kestabilan kewangan dalam sektor penerbangan.</p>
<p>Kadar PSC yang disemak berbeza-beza berdasarkan lokasi berlepas dan pemindahan di Malaysia, antara RM7 hingga RM73, termasuk caj keselamatan untuk perkhidmatan lapangan terbang. PSC berlepas domestik kekal pada RM11 untuk kebanyakan lapangan terbang, kecuali Lapangan Terbang Antarabangsa Senai, yang mempunyai kadar yang berbeza.</p>
<p>Untuk pelepasan antarabangsa, kadar PSC Asean dan bukan Asean digabungkan. Terminal 1 Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) akan mempunyai PSC antara RM7 hingga RM73, manakala Terminal 2 KLIA dan lapangan terbang lain ialah RM50. Kadar pemindahan PSC juga diperkenalkan, dengan RM7 untuk perjalanan domestik dan RM42 untuk perjalanan antarabangsa melalui Terminal 1 KLIA, dan RM29 untuk Terminal 2 KLIA dan lapangan terbang lain.</p>

<p>Anak syarikat yang bukan Malaysia Airports Holdings Bhd, seperti Lapangan Terbang Antarabangsa Senai, mempunyai peluang untuk mencadangkan tarif mereka. Walaupun beberapa lapangan terbang menggunakan kadar Mavcom, Lapangan Terbang Antarabangsa Senai memilih struktur kadar yang berasingan.</p>
<p>Semakan ini terletak di bawah tanggungjawab peraturan ekonomi Mavcom yang digariskan dalam Akta Suruhanjaya Penerbangan Malaysia 2015. Matlamatnya adalah untuk menyokong sektor penerbangan yang mampan, menampung perubahan pasaran dan melindungi kepentingan penumpang.</p>
<p>PSC yang disemak digunakan untuk berlepas dan memindahkan penumpang di semua lapangan terbang negara, mengikut peraturan. Pengumuman Mavcom mencerminkan pendekatan strategik untuk menangani keperluan pihak berkepentingan, menggalakkan daya tahan ekonomi, dan memastikan kemampanan industri penerbangan di tengah-tengah landskap yang berkembang.</p>

The updated rates aim to balance consumer welfare, promote sustainable recovery, and ensure financial stability in the aviation sector amid evolving market conditions.</p>
<p>Mavcom&#8217;s statement outlines the revised PSC rates, which vary based on departure and transfer locations within Malaysia. The rates range from RM7 to RM73 and include a security charge for airport security services.</p>
<p>The domestic departure PSC remains unchanged at RM11 for all airports except Senai International Airport, which operates under a separate rate structure.</p>

<p>Asean and beyond Asean PSC rates have been consolidated into a single international departure PSC. Kuala Lumpur International Airport (KLIA) Terminal 1 will have a PSC of RM73, while KLIA Terminal 2 and other airports will have a PSC of RM50.</p>
<p>Mavcom introduces transfer PSC rates across all airports. For domestic travel, the rate is RM7, while for international travel through KLIA Terminal 1, it is RM42, and RM29 for KLIA Terminal 2 and other airports.</p>
<p>Non-Malaysia Airports Holdings Bhd subsidiaries, such as Senai International Airport, Kerteh Airport, and Tanjung Manis Airport, were given the opportunity to propose tariffs for RP1. While Kerteh and Tanjung Manis adopted Mavcom&#8217;s recommended rates, Senai International Airport opted for a separate rate structure.</p>
<p>The revision of PSC falls under Mavcom&#8217;s responsibility for economic regulation as outlined in the Malaysian Aviation Commission Act 2015. Executive Chairman Datuk Seri Saripuddin Kasim emphasizes that the revised PSC aims to support a sustainable aviation sector and accommodate changing market dynamics while safeguarding passenger interests.</p>
<p>The PSC applies to departing and transferring domestic and international passengers at all national airports, as per the Gazette under the Malaysian Aviation Commission (Aviation Services Charges) Regulations 2016.</p>
<p>Mavcom&#8217;s announcement of revised PSC rates for RP1 reflects a strategic approach to balance the needs of stakeholders, promote economic resilience, and ensure the sustainability of the aviation industry. The revised rates are designed to stimulate travel demand while addressing operational and financial considerations in a rapidly evolving aviation landscape.</p>

										<content:encoded><![CDATA[<p>Malaysia Airports Holdings Bhd (MAHB) telah mengumumkan bahawa Alstom, pengeluar jentera kereta api dari Perancis, akan menjadi pembuat kelengkapan asal (OEM) baru untuk penggantian sistem Aerotrain di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA). Menurut The Star, walaupun kos meningkat sebanyak RM456.1 juta, projek ini dijadualkan untuk beroperasi pada jadual asal, sebelum akhir Mac 2025. Pestech Technology Sdn Bhd, anak syarikat Pestech International Bhd, telah dilantik semula sebagai kontraktor, dengan IJM Corp Bhd menyertai sebagai rakan kongsi usahasama (JV).</p>
<p>Kontrak baru dengan Alstom akan menimbulkan peningkatan kos yang dikenakan sekurang-kurangnya 15%, menjadikan kos projek RM456.1 juta, tidak termasuk operasi dan penyelenggaraan. Faktor-faktor yang menyumbang kepada peningkatan kos termasuk kos faedah, pertimbangan pertukaran asing, kos pemindahan semula, dan yuran koordinasi projek kepada Alstom.</p>
<p>Alstom akan berperanan sebagai pemimpin koordinasi projek dan bertanggungjawab untuk mengawal permulaan semula projek, menyampaikan tiga kereta api baru dan dua laluan menjelang suku pertama tahun 2025. Projek ini akan menggantikan sistem Aerotrain yang bergerak di antara terminal KLIA.</p>

<p>Alstom telah memilih IJM Construction Sdn Bhd dan Pestech Technology Sdn Bhd sebagai rakan kongsi untuk komponen kejuruteraan awam dan bekalan kuasa kereta api. Peranan Alstom dalam memimpin pengurusan dan koordinasi projek dijangkakan untuk memberikan jaminan, mengingat rekod kejayaan syarikat ini dalam usaha serupa di seluruh dunia.</p>
<p>Projek penggantian Aerotrain menghadapi kontroversi apabila MAHB menamatkan kontrak Pestech Technology pada Ogos 2023, dengan alasan ketidakberkesanan dan pelanggaran kewajipan. Pemutusan ini membawa kepada pencarian OEM dan kontraktor baru, dengan Alstom mengambil alih projek tersebut.</p>
<p>Ketua Pegawai Eksekutif Kumpulan bertindak MAHB, Mohamed Rastam Shahrom, menyatakan bahawa peningkatan kos tersebut adalah &#8220;varians yang boleh diterima&#8221; untuk memastikan projek berjalan lancar. Pengarah kawasan Singapura dan Malaysia Alstom, Yann Maixandeau, menyatakan komitmen syarikat tersebut untuk mengatasi cabaran dan menyelesaikan projek pada masanya. Pestech Technology Sdn Bhd, a subsidiary of Pestech International Bhd, has been reappointed as the contractor, with IJM Corp Bhd joining as the joint-venture (JV) partner.</p>
